Sumario:In the context of the current reforms from the decentralization process in Chile, this research describes and analyzes the challenges in urban and regional planning in the metropolitan area of Valparaíso, from an interpretive approach based on trends in the "new metropolitan territorial governance". The so-called "regional strengthening" model is analyzed and compared with other supra and inter-municipal models, taking as a reference governance, democratic intensity and attributions in planning and land use. It also describes the dynamics and territorial complexities that are related to the suburbanization process that sets the stage for a new metropolitan governance. This research shows that the "regional strengthening" model represents a modest advance in decentralization. Also, an associative inter-municipal governance model is a possible alternative within the Chilean institutional framework. Finally, it is shown that the process of subbanization of the metropolitan area of Valparaíso shows a clear trend towards the municipalities of the coastal sector and that it is imperative to incorporate these territories into the articulation space for the new metropolitan governance.
